Parking Law Enforcement System

Abstract

Traffic law enforcement is important for every civilized society. In the developed world, in addition to the police, separate departments are raised to ensure that people follow traffic rules especially those related to parking. If a person parks his car at ‘No Parking’ or parks it inappropriately then the parking enforcement staff issues a ticket (challan). In Pakistan, the whole process of issuing challans is manual. Further, traffic wardens are dependent on the physical presence of the owner of the vehicle and cannot issue challan till the time they take possession of the driving license or car registration thus making their job difficult. Similarly, the system is also very inconvenient for people who get a ticket as getting the possession of their license/car registration after paying the fine is a cumbersome process and results in significant wastage of time. Our project “Parking Law Enforcement System (PLES)” has been designed to address the issues mentioned above by automating the complete process of challan issuance. Traffic wardens will have a handheld devise e.g. a smart phone which is connected to a portable printer for printing of ticket. The handheld device, over the GSM network, is also connected to a backend system that maintains information on vehicles. When a traffic warden detects a parking violation, he can issue a challan without having to depend on the owner of the vehicle. The challan information is then passed on to the department managing the vehicle registration such as Excise & Taxation office in Pakistan. On the other hand the person who has been given ticket will also be facilitated as he does not have to visit different offices to retrieve his driving license or car registration. This system will help the parking enforcement staff in enforcing the parking rules efficiently. The traffic warden no longer has to wait for the violator and he can avoid unnecessary arguments while issuing a ticket. PLES will change the manner in which tickets are issued for various traffic violations. Using state of the art technology it will make the parking enforcement staff more effective and will save time and cost for all the stakeholders.
