dc.description.abstract Cellular Mobile services are globally considered as a driver and project economic growth. it is the responsibility of Pakistan Telecommunication Authority and the Government of Pakistan to share the Standard Operating Procedure (SOP) for issuance of SIMs, which stands as regulatory requirements and all the mobile operators are by law enforced to show compliance to these requirements, which otherwise may result in dire consequences such as heavy fines and in worst case cancelling of license. These requirements have been changing ever since. Now, the Government of Pakistan has proposed biometric based system for the verification of subscriber identity, yet again inducing huge capital and operational expense at end of cellular mobile companies for this verification system. In these critical situations where a new regulatory requirement is raised every day to deal with ever changing scenarios of PTA’s SOP, assessing whether a company’s business practices conform to laws and regulations and follow standards and comply is a complex and costly task, therefore it is important to have a system which can deal with these rapid compliance changes. There is almost always a huge gap between the capability of system to perform and the business demands from same system. en_US
