PPPs are becoming a part of bigger global trends that cut across sectors and
geographical boundaries. As a result, several nations, including Pakistan, are using PPP in
a variety of industries, including housing developments. This is evident from the
government's revised policies and the Pakistan Planning Commission's Vision Strategy
2025. The key issue that this study aims to address is "What are the CSFs that guarantee
the success of PPP in Pakistan's education sector?" As a result, the goal of this study is to
investigate and identify the Critical Success Factors (CSFs) required for the effective
implementation of PPP in Pakistan's low-cost mass housing projects. The study proposed
a CSF model based on a thorough literature assessment to identify CSFs for PPP
implementation success. The 34 CSFs identified were classified into five categories:
technical, financial, economic, social, political, legal, managerial, and operational. To
collect the necessary data, a qualitative and quantitative analysis using semi-structured
interviews and a questionnaire survey tool was used. The data is then evaluated using
Structural Equation Modeling (SEM) and Correlation and Regression to test the study
hypothesis. The findings suggest that technical and managerial elements have the greatest
impact on the success of PPP implementation, followed by political and social aspects and
financial factors. The research findings and outcomes are presented after the study, along
with additional recommendations. |
