Abstract:
Pakistan has observed a tremendous growth and development in Electronic Media Sector since
establishment of Pakistan Electronic Media Regulatory Authority (PEMRA) in 2002.
The Authority (PEMRA) has awarded 89 Satellite TV Channels, 163 FM Radios & 3056 Cable
TV Licences in Pakistan. Also the Authority has granted Landing Right Permissions to 25
foreign satellite TV channels to broadcast their services in Pakistan.
The purpose of this research is to analyse the growth and development in Electronic Media
sector of Pakistan, observe the regulatory framework and propose a framework for monitoring
of Electronic Media through licensing of Multi System Operators (MSOs) in Pakistan. The social
and financial aspects of the framework have been examined and additional sources of revenue
have been figured out for PEMRA which may be helpful in playing of its efficient role as a
regulator and job creation in the country. Further the country will witness the new technological
advancements such as Direct to Home (DTH), Video on Demand (VoD) and Conditional Access
System (CAS) etc. prevailed in the more advanced countries.
