Abstract:
In developed countries, it is a norm for governments to carry out routine assessments in order to evaluate the performance proficiency of their representatives. Regrettably so, it is not the case in most developing countries. Since Pakistan too is a developing country, it has often overlooked the importance of carrying out performance assessments and evaluations. It is thus long overdue that an academic research is conducted with the aim of bridging the gap between the public and their elected parliamentarians. Along with bringing into light the various roles and responsibilities of the parliamentarians, this research will equip and enable the people with adequate knowledge and understanding of how diligent their elected representatives are in the fulfilment of their roles. In order to better comprehend and assess the parliamentarians’ performance, this research outlines the legislative, representative and oversight roles of the members of Pakistan’s 14th National Assembly. This research provides statistical models to calculate the individual’s yearly efficiency which can further be used to find out cumulative efficiency for the midterm tenure of the 14th National Assembly. However, certain external variables like education, experience or seniority, and party membership and power may impact the overall efficiency of the parliamentarians therefore a correlation test was conducted. For this purpose data is collected regarding the parliamentary proceedings from various sources which is used to identify the reasons for the disparity that exists in the performances of the members of the national assembly. Once the gaps and their causes have been identified, this papers proceeds onto providing recommendations vis-à-vis the parliamentarian’s individual roles. These recommendations aspire towards bridging the gap that exists between the efficiency levels of the members of the 14th National Assembly..
