dc.description.abstract The Learning Management System or University Management System is one of the most popular web-based software applications in the leading universities of the world today. A learning management system is a software application for the administration, documentation, tracking, and reporting of training programs, classroom and online events, e-learning programs, and training content. It has three actors the faculty, students and administration linked together through Web and GSM according to the academic, administrative and organizational infrastructure of College of E&ME. First of all the Software Requirement Process was undertaken as a result a very complex database that is developed after a lot of case studies and prototyping then various LMS structures were studied and then a generic LMS was crafted that was later on customized for College of E&ME. Secondly a very user-friendly and appealing GUI of web was implemented with structured modular and modifiable design having ASP.Net at front end with backbone of SQL Server. Thirdly a SMS notification module was linked with the website. XML parser was used to communicate information to FLASH SMS Server that uses its own socket programming and protocol handling in SMS.lib. The information is sent to Flash Server through MDM Zinc filter. A GPRS Modem connected to each web-server for sending messages to all actors en_US
