Abstract:
Energy has become an essential element in the modern life style of any country. Sustainable energy infrastructure has become a corner stone for the short-term, medium-term and long-term economic growth of a country. Development and implementation of technologies like energy efficient technologies, clean energy technologies, renewable energy technologies etc. is necessary for the development of sustainable energy infrastructure. In Pakistan sustainable energy has become an immerse challenge because of gap between demand and supply of electricity, inefficient energy system, low electrification rate, increased effects of climate change and poor use of conventional energy resources. This is because of the poor coordination between power and other sectorial policies of Pakistan. Policy makers all around the world are focusing on increasing coordination between different policies at provincial, national and international level. The situation of energy in Pakistan could be improved by incorporating power and environmental policies together to increase synergies between both policies. Both energy and environmental policies needs to work in synergy since Pakistan is one of the highly exposed countries to climate change. This study is divided in two parts. First part reviews the energy and environmental policies of Pakistan and find the conflicts between both policies whereas in the second part a framework is developed to measure the sustainability of energy sector of Pakistan. This framework divides energy sustainability into four sectors which are further divided into thirteen subsectors. These subsectors consist of forty-five indicators. These indicators defined in the framework are then used to measure energy sustainability of Pakistan in comparison with other developed states like USA and EU. The results of this study show the short coming in energy system and policies of Pakistan.
