Abstract:
Design-Build (DB) project delivery system is gaining popularity overseas for the last three decades. Project participants are facing difficulties in adapting DB in Pakistan mainly because they are inexperienced and unfamiliar with this approach. Study is conducted to explore the current status of DB project delivery system in Pakistan to highlight the grey areas; analyze critical success factors (CSFs) of DB projects in Pakistan and to confirm the results on different DB projects (case studies); and proffer recommendations for effective implementation of DB projects in Pakistan. Comprehensive literature review has been conducted to gather information on grey areas and CSFs of DB projects in developed and developing countries. The grey areas and CSFs were then identified in Pakistan using two separate questionnaire surveys. These results were confirmed through DB case studies and compared with developed and developing countries. Data analysis was done using relative importance index (RII) and frequency analysis. From the analysis of data fifteen (15) grey areas and forty seven (47) CSFs of DB projects which were divided into six (6) main groups namely: project management factors; project procedures / project characteristics factors; project/construction manager (PM/CM) factors; business and work environment factors; owners/clients related factors; and contractors related factors, were identified in Pakistan. The results showed the top six (6) factors that have the highest ranking were: adequacy of funding; planning effort; project monitoring; well planned project schedule; clear project objectives and scope, and communication. In conclusion, the study identified a course of action for effective implementation of DB projects in Pakistan. This research will help project participants to understand dynamics of DB projects in order to increase its chances of success in Pakistan. At the end of the research, recommendations are made for future study and Investigation of DB projects in a developing country like Pakistan.
